How do you unblock someone that you blocked by mistake?

I went to block someone from being able to send me messages and ended up blocking someone else by mistake. And when I pull up their ID, via the console, it won't let me unblock them.

I believe when you block them they are removed from your friends list. So in order to unblock them you would need to send a new invite. I could be wrong. You can test it out on me. Same PSN as you see here.
