Fielding shield not lining up with stats on CAP

I have a tool shed SS CAP and my fielding is at 86 but I was grinding Conquest and saw that his fielding shield is Silver. My other states are ARM-97, ACC-85 and REA-72. Every year before the shield was based solely off of your fielding stat. Has this changed or is there a bug I'm not aware of? I triple checked to see if his shield was silver and it still is. Any answers or ideas appreciated.
