BULLPEN BUG DURING FRANCHISE SIM

Have noticed when simming a season that setup guys regularly have 1/3 or fewer the number of IP as the middle relievers. Obviously set up guys are generally reserved for high leverage, but the top arms in the pen usually end with MORE IP than the middle guys, not fewer. Anyone else noticing this?

This is a legacy issue. Problem has been there for years and years and they've shown no intention of ever addressing it.
