Come to think of it; I don't think he is eligible.

The eligibility parameters state that you can use FOFT, LS, and Legend FOTF cards; so that means the only legends eligible are found in the non-sellable packs you get from the Program path.

Weird that an Event reward isn't usable in the Event you earn it.
