Stub spending prioritization across consoles

Question from the uninformed. I primarily play the game on my PlayStation, but bought the Jackie Robinson Foundation pack via Xbox live while playing on that console. Is there a way to now spend 5000 stubs that are console specific to my Xbox l BEFORE pulling from my universal stubs? Do I have to place orders of 5000 stubs or more on my Xbox, by four packs, etc.?
I’m asking because I mostly dislike playing the game on Xbox, and I’m wondering if there is any value in the stubs that came with the JRF pack if they are pulled from my stubs bank after the universal ones are fully depleted (which they probably never will be

I assume you're talking about 21 here?
And if you're talking about the stubs that came with the pre-order; I'm pretty sure is you set it up cross-platform the ONLY stubs that stay on a particular console are if you BUY them on that console.
So it you bought the Jackie version, on Xbox, and it came with stubs included, and you link it with your PS; those stubs can be used on either console.
Now if you bought a stub bundle on the Xbox; then you can't use those stubs on the PS.

If you make a purchase on the market on Xbox it will pull from console specific stubs first. Buy a card using your Xbox for at least 5 K. Then sell that card. The stubs you get from the sale are now considered "earned" and can be used on any console.

22, not 21, I bought the Jackie Robinson foundation pack over the weekend on my Xbox. The 5000 stubs that came with the pack are only showing up on my Xbox account.
