Pitching timer

I feel there should be a timer for pitchers to throw before a penalty. I know they have the fastball default pitch if you idle to long, but I’m talking about how I got stuck for 30 minutes because the kid just keep stepping off the mound and picking off to first. He only threw 4 pitches before I friendly quit. That needs to be solved asap

It's kind of hard to take sides without context. If you are taking an extra step with a fast runner I'll throw over every time you take a step for an hour until you stop taking the step. I'm not gonna give you a free base just because you're sick of pick off attempts.
If you aren't taking a step or noone is on base and they keep stepping off that is definitely an issue.

Repeatedly throwing over reduces pitcher energy I believe. I'd just step off the mound every time.
The game also doesn't allow you to keep stepping off with no one on base. Or at least it used to not let you after a few attempts in a row.
