Looks like people are jockeying to be the captain, and if they aren't the captain they bail. Need to keep some kind of counter, that prevents people from just leaving if they are not the captain. If they do this x amount of times, they won't be able to join a co-op for x number of hours, or something equivalent, otherwise you just have a bunch of people hopping around and you'll never get a co-op game in.
