Usually means some specific packs are available at a discounted price, like HR Derby or Guaranteed LS Diamond packs.

They discount packs for a certain period of time. They will put certain types of packs in the shop at a discounted price for a few hours and then switch packs and do it again. I haven't seen a flash sale where they discount stubs, but that doesn't mean they can't or wont.

Flash sale is discounted packs for a limited time...this year it has been for one hour and five or six different packs they have done. Expect things like FOD, AS, HRD, Headliners, etc.
A Stub sale is where you can purchase stubs at a discount.
