Who at SDS makes the decisions on what content drops when?

If you expect Griffey Jr, Babe Ruth, Mantle etc. in daily moments then you sir are looking at the wrong place. TA4 is next friday. If those cards are still lackluster then you may have an argument
No def not expecting that

What can we actually do as consumers?
Not buy the game?
They are never going to please everyone no matter how they choose to release cards. I don't expect Wainwright to make many guys rotations over the likes of DeGrom or Cabrera, but as a Cardinals fan I am happy to have him.
They can't just keep ramping them up and just give guys bigger attribute numbers because last months card was better. This was not as much of a problem when they didn't have fictional prospect cards (numbers pulled out of thin air) and cards based on a single games output and milestone cards.
The fact that people are complaining that three 99 rated bosses with excellent attributes won't make their lineup just tells me that SDS has spoiled everyone.

I'll start by saying I don't watch the streams so I'm sorry if this is obvious. I was curious who's responsible for what content goes out and when. This year has had a lot of content but most of it just seems like fillers for collections. The 6th inning bosses were lackluster to say the least at this point in the game cycle. What they did to Pedro's H/9 is basically a joke.. Now they drop a Cy Young that probably wouldn't have made many lineups in June.. 90 H/9 and all you have to do is sit fastball against him. Everything else is about 75mph and break down basically. What are they thinking? Do they really think this is why people buy the game? I'm not gonna sit here and list all the players that we are still waiting for them to drop usable versions of. There's already enough posts about that.. This is getting silly IMO. What can we actually do as consumers?
Those monthly program cards are just for collections and maybe events. You get 3 diamonds a month for completing a childish moment everyday. You want babe Ruth for that? Just do the moments and add those cards to your Mo, Mookie and final big collection boss. Those aren't meant to be great cards usable on a god squad .

Seeing the evos in the daily moments program today makes me wonder if Run It Back will be a thing this year. Most of the cards in the pack were 95-97 types and they're giving those away in dailies this year.

Run it back should happen, because they’re are always cards that could be released

Pretty sure content other than TN, MA, and specific content like ASG/HRD, cards are designed before the game drops and they already have it mapped out when it will go live.
Meaning they probably knew before the game was released that SS Pedro was going to be a 6th Inning Boss.
As for these cards bot making anyone's lineups: you can't please everyone. If they released cards by overalls, you wouldn't have any 99s released until the end of the season and people would be complaining that SDS takes to long to release good cards.
Will that CY Young make someone's RS squad? Probably not, but as a Red Sox fan, I'll use his. Same with Sig Damon.
Heck, I could even say that I would consider throwing Awards Porcello in my rotation.
Like @Dolenz_PSN stated; if you're complaining about not getting God Squad cards this late in the games cycle, then SDS spoiled you in years past.
And from what I heard, from people that play MUT, be glad you don't have to pay to get high tier players.
-
Remember they are a month behind.game released mid april instead of mid march, that has effected the release schedule i would think.last year at this time we were heading into month 6 of the game.this year it is month 5.

That is probably true as a rough draft. But Wander being a boss right after he was called up shows they make changes.

Forgot about that.

Its not about being spoiled or them having content locked in. Just curious who makes these decisions
