The site and the app don't work for up to 30 minutes after the update but people on the consoles were able to still buy and sell. Both the app and site had a notice saying "closed for updates" why?

The same thing happens at the start of every inning and every game update. The website market is always down for longer. Tying up stubs in cards which could come crashing down isn't a good idea at those transitional times.
