Playing some solo modes in DD and I'm noticing I cant make more than 1 pitching change an inning? I go to a WARMED UP pitcher and the only option I'm getting is whether I want to sit them or not

It isn’t working in franchise mode (at least for me). Does anyone know how to put the rule into effect or is anyone else having the same issue?

I believe the rule is a 3batter minimum or to the end of an inning. I’ve always been able to swap arms in a new inning even if the previous didn’t face 3.
