More Velocity on Fastball?

Is there a specific way to have pitcher throw in the 100's? Seems like the highest I've seen is in the 94-96 range.

1. Keep levelling him up.

2. Add diamond perks that improve velocity.

4 seam FB is about 2 mph faster then a 2 seam (which usually has more movement). If you have both definitely get rid of one.
