Can you raise the cap limit or is it stuck at 50?

It stays at 50 but any bonuses you have from your gear and perks can get it up to 99.

Yes, you start off at a bronze archetype. Go into My Player and click X (on Xbox) or square (on PS) to view the program tracking. There you’ll see missions that you have to complete. Each mission gives you a certain number of points, 100 points completes the program. Once you hit 100 points you will unlock Silver archetypes that have a higher cap. Finish that program and you’ll get Gold, finish that and you get Diamond. Each one raises the attribute caps.
