Any players that are listed for that division. I've been running that USA map and selling off those gold cards for good stubs and grinding TA. Been working well. Gets a bit boring after a while but the stubs you make are OK with the innings.

I have been doing the same, I have finished the USA map 5-6 times. I only play offline so I have been grinding that and selling the cards to finish LS collections.
