My CAP program is 100% complete as a CP, but I can't add the player to my bullpen

My CAP program is 100% complete as a CP, but I can't add the player to my bullpen. I can see my player as a CP, but when I try to add him to my bullpen a message appears stating "No Valid Loadouts Found For The Position".
Here is what I have tried so far to resolve the issue without success:
- Created a new save in RTTS
- Edited equipment and then created a new save
- Edited a perk and then created a new save
- Created a new loadout, created a new save and hit the "Activate" button. Reverted back to the old save and then hit the activate button.
- Renamed my CAP loadout
My questions:
- Is anyone else having the same issue? If so, did you fix it? If you did, how so?
- Can I delete a loadout and recreate it from a save without losing my data?
- Has SDS responded to anyone ticket who may have submitted an incident for this issue?

You can delete all of your loadouts. You don't lose any progression at all. And then create just one brand-new loadout. Add your archetype (levelled to Diamond it sounds like) and your perks (probably 4 of them as you are diamond) and your gear. Make the new loadout active. You will find on your player card that your stats are exactly as they are now - you lose nothing (redundant, but trying to reassure you).
I'm assuming you want to add your CP to your DD squad - go to DD and have the computer automatically generate the best squad for you, then hopefully you can remove whoever is the worst scrub in your bullpen with your reliever. Hope this helps.

Automatically generating the best squad won’t do the trick as cap attributes are still broken, as far as I know even when maxed out CAPs are still loading up as 65 overalls -

I get the same loadout error and because my player is stuck at level 65 in DD (89 in RTTS) he is not being selected as one of my best options in the pen. This game has been so much fun when the servers are up and yet the bugs are pretty substantial. I am not sure from a test perspective ( as a software tester myself) how the RTTS portion of the game passed testing. The fact that none of my issues (both RTTS and missing collection players) have been resolved is just sad. I hope that server issues took priority and other fixes are on the horizon.

The error makes me think that there is an issue with loadouts by position and somehow saves/activations are being corrupted by other positions. Lets say that you primary is a CP and secondary is a C (or any other combination where you are a pitcher and a position player). Your loadout is one option and it saves as the other one internally. So you see the CP in your menu, but when you try to add the CP to the pen the error I am getting appears because the game thinks the loadout is that of the position player and not the CP. I think it may all stem from the addition of the Ohtani type CAP addition.

Right - but you can still sub. What I have done in DD is (a) set my universal player to use the loadout that I want and make it active before entering DD; (b) once I enter DD, automatically generate my roster; (c) identify which player on the auto-generated roster I will replace with my own; (d) replace that player (usually have to change filter to secondary positions one) - my player always appears as bronze with 65 OVR - I ignore this; (e) set my lineup as I want (for a position player, my guy is always top of order to get most PAs).
Although my guy says 65 OVR and bronze, when I take the field I actually have all my stats, and on my "the hawk" I have ~110 CON and ~85 PWR and so on.
