How do you know if the runner on second is getting a lead off since there is no runner window for second base or an option to turn it on? is the only option to go with a view from the catchers POV in order to see lead offs?

Switch to a batting view for your pitching is the only way. Or, I think if you hold down L2 it my toggle the view to 2nd base. Or whatever button it is, cant think right now.
