The roster vault does not work, and it has not worked since launch. It is a known bug. There is currently no way to use custom rosters in franchise mode.
SDS likely will claim that it is a “glitch” and that they will “work on fixing it” but it’s difficult to believe that SDS did not do this on purpose. Franchise is unplayable without being able to download the correct rosters. It forces people to play their micro transactions-laced diamond dynasty mode.

I just did it as an experiment. After selecting Franchise, select Load Saved Roster and choose your saved custom roster. Start Franchise and you should be good to go. At least it was for me. Remember, your saved roster should be a saved custom roster.

I just tried this on my PS5 (21 PS5 version). The only load file option from the Franchise link is Load Save File or Download From The Cloud. Loading the save file, loads the last progression file saved, not a saved roster file. I don't have anything saved in the cloud so that comes up empty.

I have not found a menu option to load a saved custom roster file anywhere.

Number one, you have a saved custom roster. Now, you can edit roster and save it as a saved custom roster.

Number two, click on Franchise and then load saved rosters then select your saved custom roster and....bingo! You should be good to go--at least I am. I did it and it works. I also have a PS5.

I am not able to find load saved rosters

Here are links to my google drive with screenshots of the menus I'm looking at. I'm sure I'm looking in the wrong place, I just don't know where to look.

Custom Roster: Create - Roster Control - Select Team
    Custom Roster Save Menu
    Custom Rosters Saved

Franchise Sub Menu - Load Save File
    Load Save File Results

    Franchise Settings Menu
No Saved Data (Franchise Settings - File Management - Load)

Just to let you know, I'll be 79 years old on August 2nd. Anyway, here are the steps to save a custom roster. In case you don't know, edit and save a roster as saved custom roster. (Click on Create, next click on Roster Control, and then click on Edit Player) Edit player and save. Next back out and click save roster--and then click save custom roster.

Now that you have a saved custom roster, click on Settings and then File Management, then Load, then rosters, then Saved Rosters.

When starting a Franchise, you select your saved custom roster.

Does this mean I have to start my franchise over? I don't have the menu option to load rosters (except the live ones).

See the screenshots I posted above to see the menu options I do have.

Why is there a need to start franchise over? If you are in a franchise, why not stay there? I explained above how to make a custom roster, if that's what you want to do.

You can only create a franchise with a saved roster. You can not import a saved roster file into an already created franchise. That has never been an option

And you cannot import a player into an existing franchise.

Actually, the only way to get the menu to load a saved roster is to start a new franchise. You can't do it after a franchise is started.

Well, of course, you cannot load any kind of roster into an existing franchise.
