No. You can get away with buying 200 Commons

If you just buy 200 Commons at 5 stubs each; you'll spend 1K. But you get 11K back. Thus why he stated 10K.
However now that this is on the board; the chances of those Commons increasing above 5 stubs each is high.
Even if you spend 10 stubs per player, you'll still make a decent profit.
