Are you talking about the question mark in a circle? When I click that it takes me to PSN support.

The top of this page in top Right it has a support tab and account select support
The next screen ask to choose a game select the The show 21 icon of Tatis
That take you to the show support screen
Select Report an issue on the right of the screen -

I do not think it matters, the Support tab is what you need to find on your phone i do not use android I have used iphone

If I click on the Question Mark it takes me to where I have to click in which game. Then it asks if it's PSN Support.

@dbarmonstar_PSN not sure if this is the issue, but I've noticed that if I click on the 'person' icon it states that I'm not logged in.
If that's the issue, does logging into the site have anything to do with the people that are saying that once they linked their accounts; it deleted everything?

Not sure about that, You have to be logged in to submit a bug report

Nevermind my man. I feel like such an idiot. I was clicking on the PSN Support link instead of scrolling down the page after the FAQs.
That's where I seen the Report a Bug link.
