I want to pick up the 2 new lightning guys so I can get 99 Cookie as well, whats the best way to get them? Do I have to complete the collection?

Tatis for sure at SS. You could also get Ripken and play him at SS or 3rd.
These are free options, though you could buy the HR derby Ripken and that card mashes.

yes, you do. If you have none of the Topps now cards you'll have to buy some or do moments. You do get a good number of them from working through the program.
