Best time to buy bosses?

I took Pudge with my 8th inning choice but I'm looking to buy Cobb as well. Anyone know when bosses are typically at their cheapest?

They were cheaper before Friday but are almost back, but definitely before they announce a highly desired 9th inning boss.

Usually about a week before the next program give or take, but usually rise in the days leading to the new Program. However, a stub sale can throw everything off.

They're (RIB cards) are easy to get and since you can get a pack up to 15 times, they're making people stubs.
More stubs in circulation means card prices inflate.
