Ignore budget yes or no?

So here's my back ground and delema. I have played the show every year since 06. I have owned every version of the show. I have always played franchise and always played with budgets on.
This year I've been giving some thought. The budgets seem a little odd. Your budgets seem to reset every off season. Making the budget you earn worthless unless you use it before the end of the season. Next ive noted that cpu teams rarely make big budget trades or sign free agents in season to help their team. Furthermore. Say I'm in a rebuild. I want to get rid of a big contract for a prospect or 2. I set up a trade that the cpu is interested in but can not complete because of budget restrictions. In a realistic world id send cash to compensate however this option is not allowed in game. So I potentially have to take on a big name contract of the team im trading with and either live with them eating the salary i was trying to free up or try to flip them in what essentially is a 3 team trade.
The other confusing thing I've noticed on budget is this. Let's say I'm shopping JD Martinez. I hit suggested trades. A team offers a mid level prospect at only 90k. Keep in mind jd has a 22MILL salary. I can hit accept and the cpu will accept. Gladly taking the salary dump. However if I try to modify the trade "can not be completed because of budget restrictions" so teams will take salary dumps by suggested trades only? Makes little sense to me.
It is because of this im thinking about starting a franchise with budgets off for the first time ever just to see what the real difference is. However if I do im going to wait for the post trade deadline roster.
My concern however with turning budget off is that the cpu teams will run rampant and sign everyone and their grandma to crazy over priced contracts.
So I have 2 questions to those with more experience with the budget option. Do you prefer budgete on or off? Please explain and elaborate so I can weigh the pros abd cons. Also how do cpu teame handle with budgets off?

I personally play with budgets on. I think what you're experiencing is a change they made back in MLB 18 (I think). They used to have 2 numbers for budget: money available and pending offers. They have since gotten rid of those (for no good reason it appears) in exchange for pending offers, cash flow, and bank. When I tell you that the "bank" doesn't matter at all, I mean it. For my team to be financially sound, I just have to keep my cash flow at a positive value. While this is not exact, I have found that $30,000,000 in pending offers is equivalent to $1,000,000 in cash flow. I hope this helps.

I think the new (well, a few years now) design was intended to monetize the mode. Ya know, make it confusing so you get frustrated and buy some credit. You do see the option to add to your bank via The Show Store?
However, I think full monetization was put on the back-burner (as just about everything else in Franchise mode has been) and the half-assed system was left in place. Makes sense, as everything else is half-assed.
