Can I still earning progress in past programs? Like 1st ing or other one besides the 6th ing?

You can still complete everything but earn stars from XP. Often this will put you short of reaching enough for inning bosses.

I wouldn’t be opposed to them adding a way to retroactively complete past innings. I know they were all about catering to the players who bought mid-season during a sale in TA3, so this feels like something that could also make sense

Last year the final program allowed you to collect bosses from previous programs that had high demand bosses.
