At what ranking do games go from all star difficulty to hall of fame difficulty?

What are the big differences? Does pitching get better.

At 700 it becomes HoF, Pitch speeds increase and the PCI shrinks.

Pitch speeds and pci size. Also, your opponent also has to be at least 700 rating otherwise the difficulty is at all star.
