Glitch or Intentional?

I come across some players who tend to pause often. It also seems that when I am matched against these players the game seems to glitch when I'm pitching. The glitch seems to be my pitch selection and all other UI HUDs seem to disappear for a moment. It's like a hiccup in the game. It can happen just before I select my pitch or just after selecting it.

Is the person I'm playing doing something that causes this? Is it some cheap way to try and throw your opponent off rythem?
