Top 2 SP and CP on the Market?

I'd like to add 2 new arms to my rotation / pen.

Rotation: Kluber / Hal / Pearson / 89 Snell / Nolan Ryan
^ I mainly use the first 3, between rage quits or a long outing from Kluber / Hal, I mainly use the 4th and 5th as long relivers when I have a lead.

Pen: Righties - Rollie, Cody Allen, Otavino, Ken Giles
Lefties - Wagner, Chapman, Doolittle

I have 185K to spend, should I:

A) Splurge on 97 May, then I'll have a solid 4 starters. Then save up for Gagne or Nen?

B) Get Casey Mize or some other cheap starter to replace Nolan Ryan and get Dibble and Gagne?

C) Get Dibble and Gagne / Nen

D) Save stubs for future cards

Any help appreciated, thanks!

tl;dr - Are May, Dibble or Gagne worth the stubs?
