I'm building a cpu vs cpu franchise playing as the gm ive kicked around the idea of leaning heavy defense is this a possible winning strategy I mean in the game do the ratings on defense matter that much?

Yes, very much. Fielding, Reaction, Arm Strength, Arm Accuracy, etc, wins World Championships.
