This is one of the those issues that is way more frustrating than it sounds. Having so many pages of cards to constantly cycle through is pretty tedious considering how often everyone is shuffling their lineup to complete the TA grind. Also, having so many "series" specific missions in Mini Seasons really makes it a chore without the ability to use the filter.
I completed some of the TA2 Captains/Future Stars missions yesterday then wanted to finish the last bit of TA1 grinding I have left. The only option remaining to make progress is the 2,500 PXP team missions so I wanted to load up my roster with as many Set 1 cards from the Oakland A's as possible. Just trying to do that by manually flipping through my entire binder one page - which only shows about 5 cards per - at a time it took forever just to set up my team.
Not sure why this has been an ignored issue since release as it seems like it should be a simple enough fix since this has never been a problem in any of the previous games.
