Try going to user profile and select loadout you want and then hit activate. I went right into DD as soon as i saw this thread and i did those steps and it prompted me to verify loadout prior to game. No issues

I activated but still does not show on my team, therefore, I cannot put my CAP in my starting bullpen

It's just one of the default answers to them not wanting to make the trade. I don't think they really have a problem the offer just isn't good enough. You'll notice you don't get that response if you make a better offer, often even slightly better.

It doesn’t let me trade when force trade is on in franchise tho
