I am having the same problem, but it is only on my Switch Lite. It works if I play on our Xbox. The other Switch consoles in our house also work. I don't know why I am not getting experience. I've submitted tickets to SDS for the issue, but they haven't gotten back to me yet. It has been going on for at least a couple of weeks. I had to grind XP on the Xbox when I had access to use it, in order to finish the FOTF program. Hours of gameplay with no experience towards the program. The funny thing is that I get credit for the experience that you need for individual players (like having to get 500 XP with a certain pitcher), but the program experience never goes up, even when I complete that program task. I did a HR Derby and normally it says 10 XP per HR. It now says 0 XP every HR. It is so frustrating and it isn't worth playing. I can't progress.

I'm having the same problem when I play on my Switch. I get my experience when I play on my Xbox, but nothing towards the Spring Cleanup or FOTF program prior. I've contacted SDS multiple times, and they haven't been able to give me any explanation. I get the standard responses in the emails. It's very frustrating.
