Pitcher velocity and prestige level

Ive always wondered and keep forgetting, but when a pitcher prestiges, does their velocity go up 1mph per level, if not already at full velocity that is?

Their attributes go up but I am not sure there is a 1:1 correlation with their pitch speed.
99 OVR Kershaw has 99 Velocity but his fastest pitch is 96.
99 Aaron Civale only has an 83 velocity but throws a 93 MPH sinker
