Hall of Famer and Legends with low level cards

Here are two lists. The first is Hall of Famers whose best card is < 90
The second is other legends whose best card is < 90This has me thinking that the next Team Affinity has to be a legend, right?

99 Oscar Charleston might be one of best cards ever. His swing is great. Depends on how much power they give him though. He was five tool. Writers say he was most like Ty Cobb, but his card plays like a speedy Lou Gehrig. That swing!

Don’t get why Jerry Hairston Jr is in the game. They’ve never given him a high card since he’s been in the game
And so many Negro league players with no useable cards yet. So wasteful to hsve these storylines and pay for the rights without actually releasing any cards.

Steve Carlton has not gotten a card since the first world series reward.

Most of the cards that were available at launch/within the first month don't have any other cards, the ones that have ,have gotten them recently or within the last month.

I assume this is because of the people that get bent out of shape over things like Nick Kurtz getting multiple cards, those complaints are purely detrimental to the game.
Guys shouldnt be getting an 85 (or lower) then jumping right to a 97-99.
The one team guys like Bagwell that are worthy of 99s have an argument for only needing two cards, but dont give them a day one, wait for a 90.
The multi team guys like Reggie Sanders make sense for a day 1 drop, then give them a different team for a low/mid 90.
