Dog Map on 24 - Strategy?

This map has been unbelievably aggressive with me. I have had to fight for a stronghold that I've already taken, and I have to keep simulating the same spots over and over just to move to the next stronghold. On the second move of the game, almost all of the spots were taken by the strongholds - I couldn't believe my eyes. Some of the spaces already have 20-25 fans in them, and they keep building, while I am getting around 10 fans per turn.
If I have to start over, I will, but is there a good strategy for this map, or do I keep taking two steps backward to get one step forward?

I ran into the same problem when I was doing that map, I just suffered through the Redsox taking my stronghold multiple times but finally finished it

Ugh. Ok. I thought about forgetting the strongholds and fighting my way to a corner and building a wall as I worked outward, but this map only gives something like 1 fan for every 5 spaces or so.
I was hoping someone figured out a way to complete this map without all the repetiveness of having to keep taking the same spaces over and over.
