Where do you get him? I thought he was just a Headliner, but a headliner has never been down to QS price. But where is he? I havent received mine yet.

He is a headliner - pack 22. I've already pulled him twice, surprisingly once from a standard pack, so it must be fairly common to pull him when he's so cheap.

Every Headliner pack from the "Random" headliner packs was his pack since the S2 drop so i'm pretty sure he was pulled A LOT!

Yeah, it was a huge flaw in the TA programs. The each of the have multiple Headliner 22 packs. So everyone who is doing TA are getting many opportunities to pull him. I've pulled him twice

Ah got it. I thought I was doing well when I bought a headliner for 10k. Then saw his price just plummet. Figured something was up.
