H/9 does affect PCI size, the inner circle. K/9 affects the outer circle.

I found it in RTTS but it’s probably in other offline modes as well. Pause the game and go to options or controls (not on game right now) and click strategy

I believe that’s where it is? I know it’s the bottom setting tab on the page where you would change Your gameplay settings
