Inside Edge Stars - Question

I've noticed in my latest BR draft that "inside edge" ratings have started to take effect. Is this based on their performance during Spring Training? I don't remember this in past years, but then again, I'm old and don't remember anything.

There might be a little Spring Training somewhere in the special sauce, but I'd imagine most of it is based on previous year performance.
