... thus taking away the entire raison d'être of Ranked. (Sets notwithstanding), the entire point of Ranked is to play whoever you want.
If you're limiting it to only certain TA-qualified cards, it's not Ranked anymore. It's Events.
The point is provide more opportunities for online players to complete programs like TA, just like offline players have. Offline players have things like Showdown, Conquest, Mini Seasons of which there is no online comparison.
I've completed TA with minimal online play... I don't think I've played online against someone for months as I keep forgetting to buy at least one month of PlayStation Plus and everytime I say that I'm going to do it other things come up and I end up using my money on that instead... like right now I'm trying to sort out a Vegas trip so PlayStation Plus has gone on backburner but I have maybe 2 divisions left for TA1 - 81% and 19% percent for the central divisions... if I really locked in I probably could've got these done a long time ago.

You are very much proving my point. TA and most programs are designed for offline players.

Online players probably complete TA faster honestly... I haven't practiced the model but basically you do Moments and Showdown and then use the cards you unlock to do the Conquest maps... after you complete the Conquest maps you go to Mini-Seasons with any cards you still need PXP with and the new cards you unlock... in the meantime inbetween time when you want to switch things up you play Ranked, BR and Events and since those modes use higher difficulty levels depending on where you are in the rankings you get more PXP instead of 1x for Rookie or 1.5x for Veteran for example (I think its 1.5x but might be 1.1x)... the key at the end of the day is to use the cards that are eligible for that season which Rank pretty much forces you to do with the exception of the one Wild Card.
Not to mention you get more in-game XP to get you through that Seasons Reward Path faster as well.
