Why is GM contracts locked

I just started a franchise. I usually turn off GM contracts but it's locked now. Does anybody know how to unlock it?

Are you controlling more than one team? They’re turned off/ignored if you are.

I dont think you can change it after your start. Same with DH and extra inning runners.
