The problems with Captains - Using Cardinals as an Example

I see in the patch that they are trying to make the captains more useful but the change is not going to make any difference. As someone who likes to run a Cardinals Theme team here are a couple of issues.

They don't need negatives - Adam Wainwright has a negative to - 10 to K/9 at tier 1. Who wants to lose 10 K/9? Who in their right mind wants to give up 10 K/9 to gain +5 BB/9 and +5 Pitching Clutch?

They are too lowly rated - Let's look at Wainwright again. Who is going to use 92 overall Wainwright as a captain who penalizes your staff's K/9 rating if you can afford to get 99 Wainwright? Musial is a 94 and already the third best Cardinal outfielder by rating. Plus when a 99 Musial comes out do you really think I want to keep the 94 version on the roster instead?

Why I am not using Musial. I can't even afford to get Musial as a team captain yet. Arenado and Goldschmidt's prices seem to be going up faster than I can gain stubs normally (unless I get a lucky pull). Those two alone are currently 200K. That is about the sum total of the number of stubs I have accumulated since release (and that includes the 30K deluxe preorder bonus). And this is for two players who have better, cheaper, easier to acquire WBC cards and probably won't get played until those cards are no longer useable for new content. I understand that this is a problem unique to the Cardinals and a few other teams.
I like the idea of what they are trying to do with captains. If it were not for the Sets and seasons and plethora of easy to obtain 97-99 cards then it might have been an idea that could work.

Atluves captain boost left handed batting but punishes throwing and fielding. (Don't quote me on the specifics, but I know it's bad)
They need to remove to penalties. It makes no sense why you should be punished for actually using a unique lineup. Its easier to just use all the jacked 97s the give you.

I know people won't like this but they should never release any 99s until after the AS Break.
