Are all player attributes part of outcome algorithm?

I have tried googling and watching San Diego Studio's online videos for the past 3 years worth of shows and am curious about the player's unique attributes. Don't need to know the secret sauce (if there is one), but just have confirmation that each outcome has some calculation that takes into account the pitcher and batters attributes somehow.
All sorts of "theories" out there on reddit but no confirms. Some say the attributes are only considered vs CPU and not online.
others say some attributes are considered (like contact and power) and others are not (like K/9) and are just there to give credit to that real life player.

Any thoughts?
