Constantly using pauses in DD rated online games?

I will be playing online rated games and my opponents will take [censored] forever! Its like they are putting in mods in game or cheating somehow. Is there any possibility that the pauses in game could be someone cheating?

I have no idea the answer to this because I have had a lot of opponents pause in between pitches as well. I don't know if they are trying to affect the timing or what. I almost never pause only to go pinch hit or warm up my bullpen. Maybe they know something we don't.
