Analog Fielding with meter off and player ratings only results in bad throws as if accuracy is still needed by the user rather than relying players rating

I have noticed that when using analog fielding using player ratings only, making routine groundout plays to first base results in off throws as if the setting for players ratings only for pure analog fielding is overrided and you have to us the buttons or button accuracy. Last year was completely fine until now. Is this a bug or was this deliberate to force players to use buttons and button accuracy to use the new feature's they put into fielding? I only want to use player ratings for pure analog fielding. JAVY BAEZ shouldn't be overthrowing or way off of target when makikg routine throws to first base, when I have the setting to analog and the throw meter off.

The throw meter off should result to player ratings only correct? Am I missing something?
