Glitches in the Pitch Bar - Skipping/Lagging

I don't know if anybody else has this, but I do know for a fact it also happened on my PS4 in years past games, but when I go to pitch, I choose fastball for example and the bar appears. The line inside the bar is supposed to rise smoothly so you can choose the pitch strength, then drop to the lower green rectangle so you can get the accuracy. The line will start going up smoothly, then start lagging halfway up and then starts to skip inches where I can't nail the colored sections at all. Which obviously is the difference between striking a player out or me throwing a wild pitch because the accuracy is so far off. I can duplicate it every single time I play. It happens on about 4 out of 5 pitches per at-bat which sucks. You can tell it's in the rest of the gameplay as well, stuttering.
