Why is bullpen stamina never 100%?

I think it revolves around the fact you can start a reliever “opener” now in show 20, and also if bullpen is shot, I have heard that you can bring in another starter. Don’t quote me but I think that has something to do with it

They should still be fully rested though if not using an opener I would think

They are full for a reliever. It’s probably based on a starters stamina and so a relievers is scaled accordingly.

I hate this. Every time I bring in Rivera, full stamina, he's got a yellow energy bar that's about gone after the first batter.
