Yeah I also said 'restore database', should've been 'rebuild database'. Not a huge deal, but there is another option above that is named 'restore something something', could be confusing so I edited my post and corrected it. I was certain it was option 5 though.

For people who want to know how to clear the PS4 cache:
Power down your system, then hold the power button on your console down until you hear a second beep (indicating its booting up in safe mode).
Then wire your DS4 with a USB cable to your system, press the PS button on the controller and scroll down to option 5 'restore database'. It will take a minute or sometimes a few minutes.Careful you don't choose 'initialize PS4' or you'll set it back to factory settings and everything will be gone

Yes, because in safe mode the bluetooth is disabled.
