Stealing on HOF

How do you get a good jump on HOF? Everytime I have a fast guy with good stealing on first, he NEVER gets a good jump. Any suggestions?

As far as i know, there is no way to control jump, we are at the mercy of CPU RNG. Believe me, I'd love to have control, i can steal a lot of bases in player lock, because I know when to go.
