Would this be possible?

Ok, I'm not wanting to spin this as I'm terrible and everyone else is great and no one but me struggles with the concept of "difficulty ratings". And have follow up posts "shaming" me because I'm just not good. That is not the truth of what I'm about to say and I really believe most have experienced this very "phenomena".
I think I'm observant and experienced enuf to absolutely know that in MTS online gaming there is often no difference in difficulty levels. For example, I can play Conquest on Hall-of-Fame and occasionally light-up the computer team. Typically, it's a pretty fun challenge. And why I like that level sometimes.
But, when I'm playing Conquest and just wanting to blow through the strongholds and "occasionally", at least one or twice every map, there is that stronghold that every difficulty level plays like Legendary.
Seriously can put it on "Rookie" and not score. Just a constant barrage of perfect hits that are atom balls. I've seen pitchers on this difficulty that will walk the bases full, then I'll hit one that is right down the middle..perfectly squared and it's directly at an OF with a cannon arm that will throw out the guy on 3B if I tag up. Next batter will almost always hit into a double-play. And it will drag out into extra innings when the AI will just scratch together a run on some bizarre sequence of plays. It not only doesn't play out like "Rookie", I would believe is intended, it's just frustrating and irritating (NOT FUN).
And, this might go on for 3 or 4 games before the AI eases up and realizes it's slipped and put me into never-score purgatory.
Bottom line...if we're playing on any difficulty short of All-Star we should get a win. Yeah, you can write the code to give some exciting/tense moments or whatever. That's fine. But, when folks are playing on these low difficulty levels it is for expedience sake. We don't want to have it extended by silliness. No offense, but it is very frustrating.
I don't believe any of us that laid down our hard-earned bucks for this game wants to EVER play a game on Rookie/Veteran over even a second time because the AI is very confused.
The other side of this blended difficulty level is also true. I've played on HoF and shelled the other team. Actually played out like I would expect "Rookie" to always play out.
Is this a bug or intended? If a bug could it please..please..be fixed? If intended...WHY?

The RNG can be frustrating. I notice it even more in moments. CPU making crazy plays on defense or me getting squeezed by the umpire at the plate. I've had the CPu take a curveball out of the dirt in veteran for a HR.

From what I've recently read it sounds like an almost impossible task for the developers. I've done a lot of programming myself using randomizers and it's not perfect.
This article, if it's the end-all on the subject, describes how near impossible it is to get RNG perfect. Still, I'm thinking the SDS folks are talented enuf to figure it out someday SOON I hope.
