Why can't I throw when a baserunner steals?

I either press triangle and nothing happens, or the window doesnt come up at all. It got so bad that my opponent knew I wasn't throwing that he was stealing with 50 speed guys.
This happening to anyone else?

As soon as you hear "runner-runner" double-tap the triangle; once to start and again to throw. Wish there were a way to practice it, i figured it out by trial and error. Definitely at a disadvantage if you haven't got it down yet; it feels good to nail a runner too.
