Question about turning off messages

If I have messages set up where only people on my friends lisy can message me and I message someone not on my friend's list; will they be able to reply?

I could be wrong, but I don't think you can message them. You would need to send a friend request first.

Even if they have messages from all turned on?
What I'm trying to find out is if I play someone abd we have a decent game; id like to msg them good game abd see if they would want to play again.

I have my messages set to friends only and I think I’ve had issues messaging other people. Maybe it was just a coincidence and they also had it set to friends only.
To get around that, I’ve sent opponents a friend request after the game if it was a good one to see if they wanted to play a friendly.

I know you can open a “party” or something and message them. Seems to happen a lot on Twin’s videos. I know I can send messages to non friends through the mobile PSN app
