Is the only way to get the April Retro Lightning cards is by buying them?

Unfortunately yes, hopefully they will get cheaper but I'm not crossing my fingers for that to happen. I currently only have 12k stubs

You get a random in each of the spotlight programs towards the end. Otherwise yes, purchasing is the other way.

You get a random pack. The retro cards arent a guarantee though

Would be nice if they put a pack from previous weeks in like they did last year or year before, give us more than 1 shot at it.

You could also wait until Shark Map, when they start loading up Conquest Maps with old Feature packs.
